Relocation Terms & Concepts
A reference guide to key terms, regulations, allowance types, and program concepts relevant to government and corporate relocation.
Joint Travel Regulations — the policy governing travel and relocation entitlements for DoD military and civilian employees.
Federal Travel Regulation — governs travel and relocation for federal civilian employees across non-DoD agencies.
Federal Acquisition Regulation — governs contractor-funded relocations, with cost-allowability rules under FAR Part 31.
Household Goods — the physical belongings of a transferee being moved from one location to another. Weight and transport entitlements are framework-specific.
Government Bill of Lading — the official authorization document for a government-funded HHG shipment.
Storage-In-Transit — temporary storage of HHG at origin or destination, authorized for a defined period with costs reimbursable within entitlement limits.
Non-Temporary Storage — long-term storage of HHG, available under specific circumstances (e.g., remote or OCONUS assignment).
Privately Owned Vehicle — shipment of the transferee's personal vehicle. Entitlement varies by framework and move type.
Temporary Lodging Expense — reimbursement for temporary lodging at origin and/or destination during a transition period.
Temporary Lodging Allowance — the OCONUS equivalent of TLE, covering lodging costs during the transition at an overseas location.
Basic Allowance for Housing — a DoD allowance for military members to offset housing costs when government quarters are not provided.
Outside the Continental United States — moves to Hawaii, Alaska, US territories, and foreign locations. Triggers different entitlement rules.
Permanent Change of Station — a military relocation order to a new duty station, typically triggering a full range of JTR entitlements.
A submitted claim for reimbursement of a specific relocation expense. Types include en-route travel, TLE, HHG, and miscellaneous allowances.
Relocation Management Company — an organization that coordinates relocation services on behalf of a client, managing carriers, vendors, and employee experience.
